Dabei geht es in erster Linie um den Verlauf der Besuche und die Geolokalisierung. Zudem wurde den Anbietern untersagt, Dienstleistungen zu bewerben, die nicht mit Kommunikation in Verbindung stehen, und Daten zu verwenden, die definitionsgem\u00e4\u00df keine personenbezogenen Daten sind.<\/p>\n<p>Dar\u00fcber hinaus hat das Gesetz des Bundesstaates Maine mehrere Regeln zur Netzneutralit\u00e4t wiederbelebt, die bis 2018 im ganzen Land galten, bis diese <noindex><a rel=\"nofollow\" href=\"https:\/\/habr.com\/ru\/company\/vasexperts\/blog\/477236\/\">von der FCC aufgehoben wurden.<\/a><\/noindex>Insbesondere wurde den <noindex><a rel=\"nofollow\" href=\"https:\/\/www.eff.org\/deeplinks\/2020\/05\/eff-court-broadband-privacy-law-passes-first-amendment-muster\">Internetprovidern untersagt<\/a><\/noindex> Rabatte auf ihre Dienstleistungen und andere Formen von Anreizen im Austausch f\u00fcr die Zustimmung der Kunden zur Bereitstellung pers\u00f6nlicher Informationen anzubieten.<\/p>\n<h2>Warum wird nur \u00fcber Anbieter gesprochen<\/h2>\n<p>\nDas Gesetz des Bundesstaates Maine regelt nicht die Aktivit\u00e4ten von Telekommunikations- oder IT-Unternehmen. Diese Situation missfiel den Internetanbietern, weshalb sie im Juli dieses Jahres Klage erhoben. Es sollte jedoch angemerkt werden, dass auf Bundesebene <noindex><a rel=\"nofollow\" href=\"https:\/\/habr.com\/ru\/company\/vasexperts\/blog\/438158\/\">bereits eine Diskussion<\/a><\/noindex> \u00fcber ein Gesetz stattfindet, das die \u00dcbertragung von Geolokalisierung an Dritte verbieten wird. Dessen Zukunft bleibt jedoch vorerst ungewiss.<\/p>\n<h2>Wer f\u00fcr die neue Regulierung ist<\/h2>\n<p>\nIn erster Linie unterst\u00fctzen Vertreter der Electronic Frontier Foundation (EFF) das Gesetz im Bundesstaat Maine. Sie setzen sich schon lange f\u00fcr Initiativen ein, die die M\u00f6glichkeiten der Internetanbieter einschr\u00e4nken. Ihrer <noindex><a rel=\"nofollow\" href=\"https:\/\/www.eff.org\/deeplinks\/2020\/05\/eff-court-broadband-privacy-law-passes-first-amendment-muster\">Aussage<\/a><\/noindex>, solche Schritte sind notwendig, um die Privatsph\u00e4re der Nutzer zu sch\u00fctzen.<\/p>\n<p>Wie <noindex><a rel=\"nofollow\" href=\"https:\/\/www.vice.com\/en_us\/article\/bjdjd4\/100-million-americans-only-have-one-isp-option-internet-broadband-net-neutrality\">berichtet<\/a><\/noindex> Vice, etwa 100 Millionen Amerikaner sind Kunden eines Anbieters, der in der Vergangenheit gegen die Anforderungen der Netzneutralit\u00e4t versto\u00dfen hat. W\u00e4hrend der vorl\u00e4ufigen Anh\u00f6rungen erkannte er das Gesetz des Bundesstaates Maine als verfassungsgem\u00e4\u00df an und stellte fest, dass die erste \u00c4nderung nicht vollst\u00e4ndig auf kommerzielle Werbung (commercial speech) anwendbar ist. Das Urteil k\u00f6nnte ein wichtiger Pr\u00e4zedenzfall werden, auf den sich andere Bundesstaaten berufen k\u00f6nnten, die die Netzneutralit\u00e4t wiederherstellen m\u00f6chten.<\/p>\n<p>Es besteht die Wahrscheinlichkeit, dass ein Gesetz, \u00e4hnlich dem, das in Maine verabschiedet wurde, auch auf Bundesebene eingef\u00fchrt wird. Einer dieser Gesetzesentw\u00fcrfe wurde im vergangenen Jahr <noindex><a rel=\"nofollow\" href=\"https:\/\/edition.cnn.com\/2019\/04\/10\/tech\/house-net-neutrality-vote\/index.html\">genehmigt<\/a><\/noindex> von den Vertretern, aber damals konnte er den Kongress nicht passieren und
