Ruffle, the Adobe Flash Player emulator written in Rust, now supports the H.263 video compression format decoder, allowing playback of video streams embedded in SWF files (currently without support for the FLV format). The H.263 decoder is built from scratch in Rust and is not a wrapper around FFmpeg. Initially, the codec implementation was proposed for inclusion in Ruffle back in January, but it was delayed due to risk analysis related to patent claims. The new open H.263 codec implementation has been published as a separate project, h263-rs, which can be used not only in Ruffle. The code is released under MIT and Apache 2.0 licenses.
