The Fedora Linux developers have disabled the use of VA-API (Video Acceleration API) in the Mesa package provided in the distribution for hardware acceleration of video encoding and decoding in H.264, H.265, and VC-1 formats. This change will be included in Fedora 37 and will affect configurations using open video drivers (AMDGPU, radeonsi, Nouveau, Intel, etc.). It is expected that this change will also be backported to the Fedora 36 branch.
The reason for the disablement is adherence to the established project rules regarding the delivery of patented technologies. In particular, the distribution prohibits the delivery of components that provide an API for access to patented algorithms, as the delivery of patented technologies requires licensing and could lead to legal issues. In the recent Mesa 22.2 release, an option was implemented that allows disabling support for patented codecs during compilation, which the Fedora developers have utilized.
