In the release of Ubuntu 25.10, scheduled for October 9, the default tool for creating initial RAM disk (initrd) images has been approved to be Dracut instead of the initramfs-tools package, which has seen its development paused in recent years and is limited to maintenance work. Since the development of version 25.10 has been in a freeze state since mid-August, which prohibits the addition of new functionality, the team responsible for the release provided an exception to switch to Dracut. Currently, the initramfs-tools package has already been replaced with dracut in the meta-packages.
Switching to Dracut will resolve issues such as the inability to use systemd in initrd, lack of NVMe over Fabric (NVM-oF) support, excessive shell code in initrd, and maintenance complexity due to separate handling of initrd and the root filesystem.
