Approximately 2.24 million records containing passport data, employment information of Russian citizens, and SNILS numbers are available publicly. This conclusion was drawn by Ivan Begtin, chairman of the Data Market Participants Association, based on the conducted study "Leaks of Personal Data from Open Sources: Electronic Trading Platforms."
The study examined data from the largest electronic trading platforms in Russia, which host commercial and government procurement. This includes platforms like ZakazRF (562,000 records), "RTS-Tender" (550,000 records), "Roseltorg" (468,000 records), and "National Electronic Platform" (142,000 records), among others. The researcher has stated that personal data of auction participants can be found on each platform. He also emphasized that the information he uncovered can only be termed a leak with reservations since confidential data becomes accessible due to "errors in legislation and the incompetence of website developers."
The discussed research consists of several parts, some of which have been published earlier. In the overwhelming majority of cases, user data was found in open access within approvals for open auctions. This is because the approvals for major transactions contain data not only about the person processing the transaction but also about its participants. It is worth noting that the processing of personal data of auction participants is regulated by existing legislation. Personal data cannot be processed or made publicly available without the consent of representatives of each party in the transaction.
