In addition to optimizations for the existing console, this may indicate preparations for the PS5's software. This console will be based on a third-generation Ryzen processor with Navi graphics. Given that Sony has already been working on LLVM enhancements for the Zen architecture, this seems quite logical.
It is noted that the current and forthcoming planned changes will be included in the LLVM Clang 10.0 release, which is expected to come out in early 2020.
