Release of Python 2.7.17

Available corrective release Python 2.7.17, reflecting changes made since March of this year the fix errors. The new version also addresses three vulnerabilities in expat, httplib.InvalidURL, and urllib.urlopen. Python 2.7.17 is the second to last release in the Python 2.7 branch, which is will be discontinued scheduled for early 2020.
