nginx 1.17.5 Release

Created release of the main branch nginx 1.17.5, within which the development of new features continues (in the parallel stable branch branch 1.16 only changes related to fixing critical bugs and vulnerabilities are made).

Key changes:

• Support added for the ioctl(FIONREAD) call if available, to avoid reading from a fast connection for extended periods;
• Fixed an issue with incomplete encoded characters being ignored at the end of the URI request;
• Resolved a problem with normalizing the sequences "\/." and "\/.." at the end of the URI request;
• Corrections made to the merge_slashes and ignore_invalid_headers directives;
• Fixed a bug occurring when compiling nginx with MinGW-w64 gcc 8.1 and later.
