In systemd, the memory shortage handler oomd, developed by Facebook, is expected to be enabled.

Commenting on intent the developers of Fedora including by default a background process earlyoom for early response to memory shortages in the system, Lennart Poettering explained on plans to integrate another solution into systemd — oomd. The oomd handler is being developed by Facebook, whose employees are simultaneously working on the kernel subsystem PSI (Pressure Stall Information), allowing the user-space memory shortage handler to analyze information about the waiting time for various resources (CPU, memory, input/output) for a precise assessment of the system's load and the nature of the slowdown.

Oomd is at the final stage of creating a universal product suitable for any workloads without additional tuning. After the last missing components of the PSI interface ('iocost') are added to the Linux kernel, Facebook intends to hand over oomd or its simplified version for inclusion in systemd. This is expected to happen in six months to a year. Earlyoom may be used in Fedora as a temporary solution until oomd is completed, but in the long term, Poettering believes that the future lies with oomd.
