On September eighteenth of last year, Belarusians were pleasantly surprised by an unexpected . Among other bureaucratic details, there was one particularly interesting paragraph:
6. Internet service providers are required to:

implement, starting January 1, 2020, addressing using technology that fully supports Internet Protocol versions 4 and 6 by network devices for services related to hosting information systems and/or information resources on the Internet;
…
This means that starting January 1, all websites hosted in Belarus must support IPv6 addressing.
Thus, Belarus became the first country where IPv6 was enshrined in law.
News outlets uniformly proclaimed slogans about yet another technological breakthrough, but… let’s see how successful the administrative implementation of IPv6 has been.
First, let's examine 'civic' resources. Unfortunately, there is no accessible list of all domains in the BY zone, so we'll make some representative samples and check the sites for AAAA records.
The first list is based on popular resources from

An alternative 'civic' sample was made based on logs collected over a couple of hours from the DNS servers of a regional provider.

It should be noted that not all sites in the BY zone are required to be hosted in Belarus.
According to the Presidential Decree of the RB dated February 1, 2010 No. 60 'On measures for improving the use of the national segment of the Internet' and the Resolution of the CM of the RB dated April 29, 2010 No. 644 'On some issues of improving the use of the national segment of the global computer network,' information networks, systems, and resources of the national segment of the Internet located on the territory of the Republic of Belarus are subject to in the State Register. However, this is only required if the internet site is used for activities related to the sale of goods, performance of works, or provision of services in the territory of the Republic of Belarus.
Therefore, the result was quite surprising; I expected to see no more than 10% of the resources having AAAA records on these lists, but it turned out that the average website owners were quite conscientious.
Further analyses will be more targeted. The resources in these analyses are either government structures or fall under decree 60 and regulation 644, meaning they are required to be hosted in Belarus and can take advantage of the opportunities provided by decree 350.
The first of these is based on , who have been granted licenses for activities in the telecommunications field. They are the internet service providers, and they should definitely be using IPv6 without any decrees. There are fewer entries in the sample than licensees, as some organizations simply do not have websites, some have received multiple licenses, some have domains not in the BY zone, while others have simply ceased to exist.

Surprisingly, providers and hosters turned out to be more irresponsible than the average Belarusian. And even these 22 percent are not quite honest. The compliance is more for show — the main domain is configured, while the rest were 'forgotten', for example:

Yes, the decree does not state that IPv6 is provided for free, therefore some providers did not hesitate to impose a charge on them. For example, for individuals, Beltelecom 16 BYN (~475 RUB) for a /64 subnet.
However, banks should have enough funds for the purchase; let’s check them against the list from the :

Only ideabank.by was able to splurge on such an expensive service.
Well, banks are commercial entities, saving money, but should not skimp on fulfilling the Presidential decree, and here there should definitely be 100% compliance.
