Release of nginx 1.17.10

Created release of the main branch nginx 1.17.10, within which the development of new features continues (in the parallel stable branch branch 1.16 only changes related to fixing critical bugs and vulnerabilities are made).

In the new version within the new directive "auth_delay", which allows adding a delay for unauthorized requests with a 401 response code to reduce the intensity of password guessing and protect against attacks, timing attacks when accessing systems that are password-protected by a password, the result of a subquery or JWT (JSON Web Token).
