Scroll support has been removed from the Linux kernel console

As a result of vulnerability checks, the support for scroll buffers was removed from the vgacon and fbcon drivers. With new kernel versions, scrolling the console using Ctrl-PgUp/PgDn will no longer be possible.

Linus Torvalds promises to return the code to the kernel if a new maintainer is found to check for buffer overflow. It seems that all developers have switched to graphical interfaces, and the plain console has not been used for a long time.
