New rules for anonymity of messengers

Today, on May 5, new rules for identifying messenger users by phone number came into force on the territory of the Russian Federation. The corresponding government decree was published on November 6, 2018.

Russian users will now need to verify that they own the phone number they are using. During the identification process, the messenger will send a request to the mobile operator to find out if the subscriber is in the database. The operator will have 20 minutes to provide a response.

In case of successful identification (receipt of a positive response about the presence of a subscriber in the database), information about the application in which the client is being rewritten is entered into the database of cellular operators. The messenger will also assign a unique identification code to the user.

In case of not receiving data within 20 minutes or receiving information about the absence of a subscriber in the database, the messenger is obliged not to allow the transmission of electronic messages.

If the user terminates the contract with the telecom operator, then the messenger must be notified of this within 20 hours. After that, the messenger must re-identify the user. This must be done within XNUMX minutes after receiving the notice of termination of the contract.

Russian mobile operators reported that they are ready to comply with the new requirements of the authorities. Representatives for Facebook (including Facebook Messenger), WhatsApp, Instagram and Viber did not respond to a request from journalists about whether they were ready to comply with the new requirements.
