Russians will get a digital profile

It will enter the Duma by mid-April and may be adopted before the end of June.

What will be discussed?

The draft on amendments to the Federal Law of July 27, 2006 No. 149-FZ β€œOn Information, Information Technologies and Information Protection” speaks of the identification and authentication of citizens and legal entities. It will simplify interactions using information technology.

The profile will be launched as part of the Information Infrastructure federal project of the Digital Economy state program. The concept was invented jointly by the Ministry of Telecom and Mass Communications, the Bank of Russia and Rostelecom.

The digital profile will become part of the Unified Identification and Authentication System (ESIA). Now it stores the data of users of public services.

The new legal term will sound like this:
β€œA digital profile is a collection of information about citizens and legal entities contained in the information systems of state bodies and organizations exercising certain public powers in accordance with federal laws, as well as in a unified system of identification and authentication.”

Simply put, a digital profile will be enough to apply for and receive, for example, a loan directly on the Internet. By the way, they plan to test the profile in this way. Banks from the Fintech Association are invited to the experiment.

When performing actions using a digital profile, legally relevant data will be downloaded automatically. You do not need to enter data yourself.

The profile will be able to offer services that are legally required. It will become easier to issue, for example, a tax deduction or receive benefits.

In Article 1, the draft law also defines the digital profile infrastructure:
β€œThe digital profile infrastructure is a set of information systems in a single identification and authentication system that provides access to a digital profile.”

The infrastructure of the digital profile is created for the exchange of information between all interacting persons. It will provide:

  • Identification and authentication of physical. and legal persons.
  • Access to a digital profile.
  • Providing and updating profile information.
  • Obtaining and withdrawing consent to the processing of personal data, when required by law.
  • Providing information for receiving any service.
  • Storage of information.

In some cases, according to the current legislation, consent to receive information using the infrastructure is not required.

It is assumed that this time the state will work with the infrastructure at an unheard of speed:
β€œState bodies, organizations exercising certain public powers in accordance with federal laws are required to provide a digital profile to the infrastructure and update the specified information on an ongoing basis within a period not exceeding 15 seconds from the moment of making changes to the relevant information.

All interactions between government agencies will take place through a unified system of interdepartmental electronic interaction.

In addition, the bill will make minor changes to a number of federal laws:

  • Article 2 - to the Federal Law "On Personal Data".
  • Article 3 - in the Federal Law of July 7, 2003 No. 126-FZ "On Communications".
  • Article 4 - in the Federal Law of November 21, 2011 No. 323-FZ "On the basics of protecting the health of citizens in the Russian Federation."

By the end of the year, they plan to launch a mobile application for working with a digital profile.
