Why does the Ministry of Industry and Trade need a ban on storing data on foreign equipment On the Federal Portal of Draft Regulatory Legal Acts published draft resolution on the establishment of a ban on the admission of hardware and software systems of data storage systems (DSS) of foreign origin to participate in procurement to meet state and municipal needs. It is written that in order to ensure the security of the critical information infrastructure (CII) of Russia and for national projects. CII include, for example, information systems of government agencies, defense and energy enterprises, financial institutions, telecom operators with a large number of subscribers. Confirmation of the country of origin of goods is the conclusion issued by the Ministry of Industry and Trade. The resolution must be valid for two years from the date of its entry into force.

The explanatory note states that these measures aimed at protecting the domestic market, development of the national economy and support for Russian producers. The Ministry of Industry and Trade is sure that the market for such products in Russia is formed and represented by Russian manufacturers of computer equipment, among which are Baikal Electronics, DEPO Electronics, INEUM im. I.S. Bruk, KNS Group (Yadro company), Craftway Corporation Plc, MCST, NIIME, SPC Elvis, NCI, T-Platforms. These manufacturers can "ensure the appropriate quality and the necessary volumes of supplies" for government needs, the department concludes. The Ministry of Industry and Trade could not be reached for comment.

Russian manufacturers, having previously received negative opinion of the Ministry of Economic Development on changes in the Rules for storing user messages (SAN, Yarovaya package), they went through the Ministry of Industry and Trade, which proposed the same condition for the production of storage systems for Yarovaya, but only for State needs and CII facilities: an additional conclusion of the Ministry of Industry and Trade on the production of storage systems only by Russian manufacturers. If the draft Resolution is adopted, all telecom operators will have the right to purchase storage systems only from manufacturers who have received the conclusion of the Ministry of Industry and Trade. But since the main thing in storage systems is a hard drive that is not produced in Russia, in reality, such a decision will increase the price of storage systems, since foreign manufacturers will not be allowed to enter the market, and Russian manufacturers will be gaskets between foreign manufacturers and telecom operators. In fact, this is a way to get around the negative opinion on previous amendments to Decree of the Government of the Russian Federation No. 445, which did not pass the assessment of the Ministry of Economic Development, having received a negative opinion ...

Another expert in the field of communications drew attention to the fact that this draft resolution applies not only to telecom operators, but also to organizations in general involved in public procurement, including municipal ones. It turns out even the opposite - telecom operators, as it were, are secondary. A group of Russian "manufacturers" wants to get a part of the market by coercion, not by washing, so by rolling.

On my own behalf, I want to add that one must clearly understand that one cannot shoot a cherry bone in the forehead of a deer and get a roast of venison in cherry sauce in a year. The production and service of hard drives cannot be created by simply saying the word "import substitution" out loud and pictorially drawing a magic symbol in the air with your hand. That is, in the storage system there will be all the same foreign-made disks. Perhaps the Russian assembly of varying degrees of depth. And that is doubtful.
