The «general euphoria» surrounding blockchain is beginning to wane, reports «Kommersant» citing experts. Consequently, investment plans for the implementation of this technology in Russia have become considerably more modest.
According to the roadmap drafted by Rostec, which is currently under review by the Ministry of Digital Development and the Analytical Center under the government, approximately 28.4 billion rubles will be allocated to the development of blockchain technologies in Russia by 2024. This includes 9.5 billion rubles from the budget and 18.9 billion rubles from non-budget sources. It is expected that thanks to domestic blockchain technologies, the country's economy will save 500 billion rubles and additionally generate up to 600 billion rubles in taxes.
Specifically, 650 million rubles are planned for the implementation of domestic blockchain technologies in the product labeling system, 1.17 billion rubles in healthcare, and 475 million rubles in utilities.
In an earlier version of Rostec's roadmap, more significant investments from Russia in blockchain were expected, with a correspondingly more tangible economic impact. It was previously planned to spend 55-85 billion rubles on implementing the new technology, anticipating a direct economic effect of 782.1 billion rubles by 2024, with an indirect effect amounting to 853 billion rubles.
According to a representative of Rostec, the reduction in the forecast of economic impact is partly due to changes in the macroeconomic situation.
After the «general euphoria» regarding blockchain, it became clear that the technology is imperfect and requires further development, stated lawyer Mikhail Zhuzhalov from Deloitte Legal in the CIS.
According to Nikolai Komlev, director of the Association of Computer and Information Technology Enterprises, the fact that Rostec is building the system means that all nodes will remain under the control of a single entity. This nullifies the purpose of distributed collective data protection. He also noted that the range of tasks for which the use of this technology would be beneficial and justified is very narrow.
