Yesterday, some Ukrainian users reported an inability to access the code-sharing service GitHub Gist. The issue turned out to be related to the service being blocked by providers who received a directive (copy 1, copy 2) from the National Commission for State Regulation of Communications and Informatization. The directive was issued based on a ruling by the Golosiyivskyi District Court of Kyiv (752/22980/20), citing signs of a criminal offense under part 3 of Article 190 of the Criminal Code of Ukraine (fraud committed on a large scale, or through illegal operations using electronic computing technology).
In addition to gist.github.com, another 425 websites were blocked, including LiveJournal, RBC, and several major cryptocurrency and financial websites, including banki.ru. Currently, the directive has been removed from the agency's website, and Mykhailo Fedorov, the Deputy Prime Minister of Ukraine and head of the relevant ministry, promised to prevent the blocking of GitHub Gist and to address the situation. The ban remains only on paper for now; the case has been referred for review, and it is likely that the decision will be completely overturned.
According to Anton Gerashchenko, Deputy Head of the Ministry of Internal Affairs of Ukraine, an individual filed a lawsuit claiming that defamatory information was posted on the listed websites, after which the judge of the Golosiyivskyi District Court decided to impose a freeze on 426 websites, considering them to be "instruments of the crime." The Ministry of Internal Affairs of Ukraine deems this decision illegal; the case has already been referred for the prosecutor's review to initiate the process for its reconsideration.
