The Ministry of Digital Development, Communications and Mass Media of the Russian Federation reports that the government has approved proposals to reform universal communication services (UUS).
Let us remind you that a large-scale project aimed at eliminating digital inequality is currently being implemented in our country. The initiative initially provided for the organization of high-speed Internet access using collective access means (in settlements with a population of 500 or more) and access points (in localities with a population of 250 to 500).
The approved UUS reform stipulates that Internet access will be available in all Russian localities with a population of 100 or more. Currently, more than 25,000 villages with a population of 100-250 people, which is about 8 million people, still lack communication services.
The reform also includes several other innovations. In localities where Internet access exists but mobile communication does not, mobile services will also be introduced. Furthermore, the universal service operator must not have the right to refuse network connections to individuals and legal entities. Moreover, the connection service must be free of charge.
Access to the Internet through collective access points is proposed to be excluded from the UUS due to its low demand among the population. The saved funds could be redirected to finance the provision of new UUS.
In light of the growing popularity of payphones, they will be retained as part of the UUS. Additionally, it is proposed to equip them with means of alerting the population about emergency situations.
