Release of package manager Pacman 5.2

The release of the package manager Pacman 5.2, used in the Arch Linux distribution, is now available. Key changes include: Complete removal of delta update support, which allowed for downloading only changes. This feature was removed due to the discovery of a vulnerability (CVE-2019-18183) that allowed arbitrary command execution in the system when using unsigned databases.
