Stable release of Portage 3.0

Stabilized release 3.0 of the Portage package manager for the Gentoo distribution. New features include:

• Support for Python 2.7 has been removed. Now only version 3.2 and above is supported.

• Calculations have been significantly accelerated due to optimizations and the use of function result caching for catpkgsplit and use_reduce. It is reported that approximately 50-60% gain during the 'world' build.
