It is noted that the problem was resolved in the Windows 10 April 2018 Update, but in the current Windows 10 November 2019 Update, it has reappeared, although it occurs only with certain programs and unpredictably.
Apparently, the issue is not tied to the application, but lies within the system itself. The taskbar is rendered on top of all windows and interface elements. Clearly, in some cases, there is erroneous rendering.
At this time, it is unclear whether Microsoft plans to release a patch to fix the issue. It is also unclear why it wasn't integrated into the core during the design phase.
