The proposal to establish a working group in the State Duma to address issues related to the protection of user data came from State Duma Chairman Vyacheslav Volodin during a plenary meeting.
The need for a detailed examination of user data protection issues was emphasized by State Duma Deputy Chairman Pyotr Tolstoy, who cited a recent incident related to the confidential information of millions of Russian citizens. He noted that after data leaks, the disappearance of money from electronic accounts could begin. In his speech, Mr. Tolstoy recalled a recent incident involving a data leak of confidential information from eight government systems, including registries from the Ministry of Justice, the Ministry of Labor, the Ministry of Finance, electronic trading platforms, and others.
It was also noted that within the framework of the ongoing 'Digital Economy' project, the protection of citizens' rights must be fully ensured. According to Mr. Tolstoy, consolidating all information about a person into one file contradicts the current law on personal data.
As a result, a decision was made to create a working group, which will be headed by Pyotr Tolstoy. It will also include government members, experts, Federation Council members, as well as representatives of relevant committees. The initial steps aimed at protecting the confidential information of Russians are expected to be announced within a month. Additionally, these issues will be discussed at the Council for the Development of the Digital Economy, which will take place on May 24.
