Today, October 29, Fedora 31 was released.

The release was delayed by one week due to issues with support for multiple ARM architectures in dnf, as well as conflicts during the update of the libgit2 package.

Installation options:

Fedora Workstation for x86_64 as DVD and netinstall images.

x86_64, AArch64, ppc64le, and s390x.
Fedora Silverblue, Fedora CoreOS and Fedora IoT — an edition based on rpm-ostree with its own update cycle.

Fedora IoT has been released — a new edition of Fedora, similar in approach to Fedora Silverblue, but with a minimalist set of packages.
i686 kernels and install images will no longer be built, and i686 repositories have also been disabled. Users of 32-bit Fedora are advised to reinstall the system on 64-bit. However, the ability to build and publish i686 packages is retained in both koji and locally in mock. Applications requiring 32-bit libraries, such as Wine, Steam, etc., will continue to work unchanged.
An Xfce Desktop image for the AArch64 architecture has appeared.
Root login via password has been disabled in OpenSSH. When updating the system with root access enabled, a new configuration file will be created with the .rpmnew extension. System administrators are advised to compare settings and apply necessary changes manually.
Python now refers to Python 3: /usr/bin/python is a link to /usr/bin/python3.
Firefox and Qt applications now use Wayland when launched in the GNOME environment. In other environments (KDE, Sway), Firefox will continue to use XWayland.
Fedora is moving to use CgroupsV2 by default. Since support for them in Docker has not yet been implemented,users are advised to switch to fully supported Podman. If you wish to continue using Docker, you need to switch the system to old behavior using the parameter systemd.unified_cgroup_hierarchy=0, which needs to be passed to the kernel at boot.
