343 Industries has confirmed that Halo: Reach on PC will run at an experimental Variable Frame Rate (VFR) at launch.
Earlier this month, the developer revealed that he was unhappy with the 60fps cap on PC. βIn ongoing testing, we were able to further validate our experimental implementation and this feature does not meet our quality expectations,β

βWe have always known and stated that some of these features will be a little risky given that the core games are outdated (9 years in this case) and were designed to run at 30fps on a specific platform (Xbox 360). The way VFR was implemented in the PC version of Halo: Reach created many negative side effects and issues, ranging from increased mouse input lag (which is the opposite of what should happen) to instability. The team is hard at work on fundamental improvements that show very promising results in ring 1/2 testing,β the studio said. We know this is a very important feature for the community and with some recent clarifications VFR will be enabled at launch. Based on the recent improvements receiving positive feedback, we wanted players to be able to use the experimental VFR option on day one. We look forward to your feedback and will continue to monitor the situation closely after launch."
