Yesterday, on March 1, free access of Russians to socially significant Internet resources was supposed to start. However, the Ministry of Communications issuance of the relevant government decree. Now only by April it is planned to submit a list of such resources, and a draft resolution on reimbursement of costs to operators will appear by mid-summer. The estimated amount will be 5,7 billion rubles. per year, but operators call the amount almost 30 times more - 150 billion rubles.
In addition, the very idea of ββfree access has already been criticized by the FAS and the Ministry of Finance. The Antimonopoly Service believes that the resolution should not limit the right of operators to suspend the provision of a service if it is not paid for. They also want to exclude commercial sites from the list of socially significant resources, since their list does not yet exist.
And the main financial structure of the country believes that the innovation will increase the burden on the country's budget and reduce tax revenues from operators. At the same time, almost all departments - the Ministry of Communications, the Ministry of Finance and Roskomnadzor - declined to comment. And the Ministry of Economy and the Federal Antimonopoly Service did not respond to inquiries from the media.
Businesses, on the other hand, believe that they should pay for free access from the budget, but for this, a number of technical issues must also be resolved. In particular, determine the volume of traffic, transmission speed, and so on.
Thus, the situation with free access to socially significant resources has not yet been resolved, since a number of changes and additions to the current legislation, as well as lengthy negotiations with all interested parties, may be required.
