Chrome is developing an automatic spam blocking mode in notifications

For inclusion in the Chromium codebase, a mode is proposed for automatically blocking spam in push notifications. It is noted that spam via push notifications is among the most frequently reported complaints to Google Support. The proposed protection mechanism will solve the problem of spam in notifications and will be applied at the discretion of the user. To control the activation of the new mode, the "chrome://flags#disruptive-notification-permission-revocation" parameter has been implemented, which is disabled by default.

Starting with Chrome 84, the browser already provides protection against annoying notifications, which boils down to informing about the request in non-blocking mode - instead of a separate dialog in the address bar, an information tip that does not require user action is displayed warning about blocking the request for permission to send push notifications.

The new mode extends this protection with the ability to automatically revoke already granted permissions to deliver notifications for sites found to be misbehaving. Offending sites will also automatically have permission requests disabled to send notifications. Sites are included in the black list, on the basis of which blocking is applied, in case of violation of the rules for using Google services (Developer Terms of Service).
