According to the draft “road map” of Rostec, sent for approval to the Ministry of Telecom and Mass Communications and the Government Analytical Center, about 2024 billion rubles will be allocated for the development of blockchain technologies in Russia until 28,4, including 9,5 billion budget funds and 18,9 billion extra-budgetary. It is expected that thanks to domestic blockchain technologies, the country’s economy will save 500 billion rubles. and will additionally receive up to 600 billion rubles. in the form of taxes.

In particular, it is planned to allocate 650 million rubles to the implementation of domestic blockchain technologies in the product labeling system, 1,17 billion rubles to the healthcare sector, and 475 million rubles to housing and communal services.

An earlier version of Rostec’s roadmap suggested more significant Russian investments in blockchain with a correspondingly more tangible economic effect. Previously, it was planned to spend 55–85 billion rubles on the introduction of new technology, expecting to receive from this a direct economic effect of 2024 billion rubles by 782,1, and the indirect effect was supposed to amount to 853 billion rubles.

According to a Rostec representative, the decrease in the forecast for the economic effect is due, among other things, to changes in the macroeconomic situation.

After the “general euphoria” on the topic of blockchain, it became clear that the technology is imperfect and requires further development, said Mikhail Zhuzhalov, lawyer at Deloitte Legal in the CIS.

According to Nikolai Komlev, director of the Association of Computer and Information Technology Enterprises, the fact that the system is being built by Rostec means that all nodes will remain under the control of one entity. And this nullifies the meaning of distributed collective data protection. He also stated that the very range of tasks for which the use of this technology would be useful and justified is very narrow.
