Today, April 16, 2019, the State Duma was law on “ensuring the safe and sustainable functioning” of the Internet in Russia. The media have already dubbed it the “Runet isolation” law. It was adopted in the third and final reading; the next stage will be the transfer of the document to the Federation Council, and then to the president for signature.
If these stages are passed, the law will come into force on November 1, 2019, and some of its provisions - on cryptographic information protection and on the national DNS system - on January 1, 2021.
As reported in the explanatory note, the bill was “prepared taking into account the aggressive nature of the US National Cyber Security Strategy adopted in September 2018. The document signed by the President of the United States declares the principle of “preserving peace by force.” Russia is directly and without evidence accused of committing hacker attacks.”
“Under these conditions, protective measures are necessary to ensure long-term and stable operation of the Internet in Russia and to increase the reliability of Russian Internet resources,” it says. Full version of the explanatory note link.
It is still difficult to say whether the Federation Council will adopt the law, but it very rarely rejects the initiatives of the lower house of Parliament. Therefore, the chances of its adoption, as well as signing by Vladimir Putin, are very high. Let us note that Senator Andrei Klishas, one of the authors of the document, said that the upper house of Parliament will consider the law on April 22.
After the law is signed and comes into force, Russian operators will be able to control the connection points between the Runet and the global Network, switch it to offline mode if necessary, and so on. It also means creating your own infrastructure.
Operators must have already completed field testing of the technical measures for this law by April 1, 2019. And Roskomnadzor will manage the process.
