The State Duma of the Russian Federation approved bills related to the transfer of encryption keys to the FSB and the pre-installation of domestic software

State Duma of the Russian Federation took in third reading amendment, increasing the amount of fines for telecom operators for repeated refusal to bring their equipment and programs into compliance with the requirements of the FSB and to provide a key for decoding user messages. For individuals, the amount of fines has been increased from 3 - 000 rubles to 5 - 000 rubles, for officials from 15 - 000 to 30 - 000 rubles, and for organizations from 30 - 000 million rubles to 50 - 000 million rubles.

Also approved a significant increase in fines for violating requirements for the localization of personal databases. For example, a fine for violating the requirements for storing a database with personal data of citizens on the territory of the Russian Federation increased from 3 - 000 rubles (from three to five thousand) to 5-000 million rubles for repeated violation.

Moreover, in the third reading approved a bill on pre-installation of Russian software on smartphones, computers, laptops and smart TVs.
The list of devices and programs has not yet been specified and will be determined by the Government of the Russian Federation. If the bill is successfully approved by the Federation Council and signed by the president, the new requirements will come into force on July 1, 2020. By According to representative of the Association of Trading Companies and Manufacturers of Electrical and Computer Equipment (RATEK), the ban will hit the Russian electrical equipment market and the country’s economy as a whole, as it will lead to the fact that the competition of developers for the end user will be replaced by competition for getting on the government’s list.
