GitHub Gist blocking incident in Ukraine

Yesterday, some Ukrainian users noted the inability to access the GitHub Gist code exchange service. The problem turned out to be related to the blocking of the service by providers who received an order (copy 1, copy 2) from the National Commission, which carries out state regulation in the field of communications and informatization. The order was issued on the basis of the decision of the Goloseevsky District Court of Kyiv (752/22980/20) on the grounds of a criminal offense under Part 3 of Art. 190 of the Criminal Code of Ukraine (fraud committed on a large scale, or through illegal operations using electronic computers).

In addition to gist.github.com, another 425 sites were blocked, including LiveJournal, RBC, and several large cryptocurrency and financial sites, including banki.ru. Currently, the order has been removed from the agency’s website, and Mikhail Fedorov, Deputy Prime Minister of Ukraine and head of the relevant ministry, promised to prevent the blocking of GitHub Gist and look into the current situation. The ban so far remains only on paper, the case has been sent for study and, most likely, the decision will be canceled altogether.

According to Anton Gerashchenko, Deputy Head of the Ministry of Internal Affairs of Ukraine, a certain citizen filed an application with the court, stating that the listed sites hosted information discrediting him, after which the judge of the Goloseevsky District Court decided to seize 426 sites, considering them β€œcriminal weapons”. The Ministry of Internal Affairs of Ukraine considers this decision illegal, the case has already been submitted for study to the prosecutor to initiate a process to review it.
