Simply put, even after changing the contact information, the old data will be used for some time to restore the account. This will ensure that the user experiencing the issue can regain access to their Instagram account.
It is currently unknown when the account recovery feature will be widely rolled out, but username blocking is already available for all devices based on Android and iOS.
