The Ministry of Digital Development, Telecommunications and Mass Media of the Russian Federation announces that the government has approved proposals to reform the universal communication services (UUS).

Recall that now in our country a large-scale project is being implemented to eliminate the digital divide. The initiative initially provided for the organization of high-speed Internet access using collective access tools (in settlements with a population of 500 or more) and using access points (in settlements with a population of 250 to 500 people).

The approved UUS reform assumes that access to the Network will appear in all Russian settlements with a population of 100 or more. Now in more than 25 thousand villages with a population of 100-250 inhabitants, and this is about 8 million people, communication services remain unavailable.

The reform includes a number of other innovations. In those settlements where there is Internet access, but there is no mobile connection, it will also appear. In addition, the universal service operator should not have the right to refuse connection to the network of individuals and legal entities. Moreover, the service for such a connection should be free.

It is proposed to exclude access to the Internet through public access points from the composition of the UUS due to their low demand among the population. The money saved could be used to finance the provision of new CSNs.

In light of the growing popularity of payphones, they will be retained as part of the UUS. In addition, it is proposed to provide for the possibility of equipping them with means of warning the population about emergency situations.
