The bill should be the main weapon in the fight against the leakage of intellectual property from the United States to China, according to the authors of the initiative. Retaliatory measures against such activities of Chinese companies and individuals must be taken immediately, as the senators are convinced. The President of the country will have to send a profile report to the US Congress twice a year. As sanctions against the guilty agents of foreign companies, a freezing of American assets and a ban on doing business for its counterparties in the United States can be taken.

Those cases of unauthorized leakage of intellectual property that threaten the economic well-being or national security of the United States will be taken into account. As early as last November, Congress had accumulated claims against US federal agencies, which, according to US lawmakers, are too slow to respond to incidents involving US researchers in the unauthorized export of technology to China. The Chinese economy, according to representatives of Congress, is getting opportunities for development at the expense of American taxpayers.
