Experts note that the creators of ToTok tried to hide the true roots of the application. It is officially believed that the development of the messenger was carried out by Breej Holding. However, American experts believe that the true creator of the program is the company DarkMatter, which is based in Abu Dhabi and is engaged in intelligence activities for the benefit of the UAE government. It was also established that ToTok is built on the basis of the Chinese messenger YeeCall.

Representatives of Breej Holding and the CIA declined to comment on this issue. The FBI said it would not discuss specific applications, but the agency wants users to be aware of the "potential risks and vulnerabilities" that certain programs may pose.

Apple and Google have removed the ToTok app from their own digital content stores. Google stated that the program violated one of the service rules. Apple explained the removal by saying that the ToTok client is being checked by specialists. Experts note that the application could already cause significant harm to users by stealing their confidential information. Users are advised to interact with messaging applications that transmit data in encrypted form.
