The hardware side of the system includes a Surface tablet, a printer, and an Xbox adaptive controller to make voting more accessible to everyone. This system is unique in that it proves that ordinary hardware components linked together by software can be used to conduct voting.

Once a voter has voted using a tablet or controller, the ElectionGuard system counts the votes using homomorphic encryption while keeping the data encrypted. Moreover, the system provides each voter with an individual code that allows them to check via the Internet whether the vote was counted correctly. An additional level of verification is a paper ballot, which is printed on a printer. The voter can leave an appropriate mark in it and place it in a special ballot box.

Microsoft says that a "pilot" version of the secure voting system will be used in next year's US elections. The developers believe that the ElectionGuard system should be used as early as possible. The company recalled that since the introduction of the AccountGuard system in 2018, about 10 customers have been notified that they have become victims of account hacking. The statement says that other countries seek to interfere in US electoral processes using cyberattacks, so vulnerable voting machines can become easy prey for hackers.
