- Integrity threat - when, due to a violation of the ability of communication networks to interact, users cannot establish a connection between themselves and transfer data.
- Threat to stability β the danger of violation of the integrity of the communication network due to the failure of some of its elements, as well as in the conditions of natural and man-made disasters.
- Security Threat - the inability of the telecom operator to resist attempts of unauthorized access to the public communications network, as well as deliberate destabilizing influences, due to which failures in the network may occur.
The relevance of these threats will be determined by the Ministry of Telecom and Mass Communications in agreement with the FSB based on an analysis of the likelihood of their implementation (high, medium and low) and the level of danger (also high, medium and low). The list of current threats will be published on the official website of the Federal Service for Supervision of Communications, Information Technology and Mass Communications (Roskomnadzor).
The same department will centrally manage the network in the event of threats with a high probability of implementation and a high level of danger. In other cases, the document assumes independent traffic management by the telecom operator or the owner of the network or traffic exchange point.
