The Ministry of Telecom and Mass Communications has issued a decree obliging TV channels and social networks from the list of socially significant resources to create versions of their websites without streaming video. One of the operators participating in the testing explained that after developing sites without video, companies are required to transfer the IP addresses of new resources to the operators. Users will be redirected to them if they have a zero balance as part of the implementation of the decision to provide free access to socially significant resources. An employee of another participant in the communications market explained to Kommersant that the department’s initiative was dictated by the requirements of telecom operators. They are not ready to provide free traffic to those who will make money from it. Therefore, the operators asked to remove heavy content.

Representatives of TV channels, as well as Mail.ru and Yandex, refused to officially comment on the situation. A top manager of a large television holding criticized the initiative of the Ministry of Telecom and Mass Communications. He called the department's demand an attempt to turn everything into "online newspaper sites." The employee called the proposal economically unjustifiable and stated that “no one will do this.”

“How can a channel website work without video, why? This is an attempt to turn everything into online newspaper sites or return to the Internet, where there was only the “Crib” chat. Technically, this may be feasible, but economically, creating a second version of the site is unjustified. “Can Kommersant make a version for the blind?” the publication’s source said.

April 7 Ministry of Telecom and Mass Communications published a complete list of resources, access to which will be free for Russians. The list included 391 websites, including social networks (VKontakte, Odnoklassniki), search engines (Mail.ru, Yandex), media (Interfax, TASS) and many different services. As part of the experiment, Russians will be able to access them from April 1 to July 1. A complete list of resources can be found at decree the ministry.
