The Ministry of Internal Affairs will use outdoor surveillance cameras to search for criminals by tattoos and gait

It has become known that the Russian Ministry of Internal Affairs is developing a city system for recognizing criminals and suspects based on street surveillance cameras. It is noteworthy that the cameras will be able to recognize people not only by their face, but also by their voice, iris and even their gait. The system could be put into operation by the end of 2021.

According to available data, the Ministry of Internal Affairs of the Russian Federation is developing the Federal Information System of Biometric Accounting (FISBU), which will function on the basis of city video surveillance cameras. It is assumed that the data coming from surveillance cameras will be processed by an AI system capable of identifying a person by face, voice, iris or tattoos. Currently, it is planned to carry out development work to create the system, and its implementation is scheduled for 2021.  

The development and financing of this system will be carried out in accordance with the state program β€œSafe City” in Moscow. It is noted that the mentioned system will not only be able to identify criminals and suspects, but will also be able to interact with other departmental systems.

β€œSupposedly, the system will work as follows: traces, including fingerprints, hair or saliva of the suspect, are collected from the crime scene. Next, the traces are scanned into the current system. It issues a list of suspected persons, and, if necessary, a forensic expert conducts an additional assessment. If the system has the necessary data, then a photograph is loaded onto cameras with facial recognition, plus the available data is sent to the responsible employees,” Danila Nikolaev, General Director of the Russian Biometric Society, described the principle of operation of the system.

It is likely that traces collected from crime scenes will be uploaded into a special DNA database for comparison and identification of matches, after which information about possible suspects will be fed into a video surveillance system to identify specific people. It is still unknown where law enforcement agencies will get a database with DNA tests of suspects.

The report states that the department plans to ask for several billion rubles for the implementation of the project. The need for such impressive costs is explained by the fact that the intellectual rights to the system and the algorithms used will be transferred to the state. As for the possibility of identifying people by gait, the Ministry of Internal Affairs is currently showing interest in this method, but so far it has not been added to the list of FISBU characteristics.
