The draft resolution on blocking Internet resources that violate Russian legislation in the field of personal data was developed by representatives of the Ministry of Digital Development, Communications and Mass Media of the Russian Federation. The document was created as part of the implementation of the law "on sovereign Runet".
In the process of implementing the Sovereign Runet project, more and more legal documents appear. Another similar result of the work of employees of the Ministry of Telecom and Mass Communications was the draft resolution of the Government of the Russian Federation, which establishes the procedure for restricting access to Internet resources that process personal data in violation of the law in the relevant area. The draft resolution appeared on the Federal Portal of Draft Regulatory Legal Acts, where it was put up for public discussion.
The development of the document was carried out as part of the implementation of Federal Law No. 01.05.2019-FZ dated May 90, 5.1. After the regulatory document is approved, the following clause will be included in the rules for the creation, formation and maintenance of the automated information system "register of violators of the rights of personal data subjects": "After receiving the information specified in paragraph three of this clause through the automated information system, the telecom operator shall immediately is obliged to restrict access to an information resource, including a website on the Internet, on which information is processed in violation of the legislation of the Russian Federation in the field of personal data, except for the case provided for in paragraph three of paragraph 46 of Article 7 of the Federal Law of July 2003, 126 of the year No. XNUMX-FZ "On Communications".
