New version of monitoring system Monitorix 3.12.0

The system is controlled via a web-interface, the data is presented in the form of graphs.

The system is written in Perl, for generating graphs and storing data is used RRDTool, the code is distributed under the GPLv2 license. The program is quite compact and self-sufficient (there is a built-in http-server), which allows using it even on embedded systems.
