Witold Jaworski (Witold Jaworski) published a free book in English on developing Python add-ons for Blender 2.80 under license CC-NC-ND 3.0.
This is the second edition of a previously published book. PyDev Blender (the first edition was focused on creating add-ons for Blender 2.5x-2.7x)
PS: Vitold has been doing 3D aircraft modeling in Blender for many years (and creating add-ons for Blender), leads blog dedicated to this topic and has already published three editions books "Virtual Airplane" (the first one is for Blender 2.4x, the third one is for Blender 2.7x; the fourth edition is expected - for Blender 2.8x).
