Tor Project Funding Report

The non-profit foundation that oversees the development of the anonymous Tor network has published its financial report for the 2021 financial year (July 1, 2020 to June 30, 2021). During the reporting period, the amount of funds received by the project amounted to 7.4 million dollars (for comparison, in the 2020 financial year, 4.8 million were received). At the same time, about $1.7 million was raised through the auction sale of the painting β€œDreaming at Dusk”, created by the artist Itzel Yard based on the private key of the first Dusk onion service.

Approximately 38% ($2.8 million) of the funds received by the project comes from grants from US government-controlled funds, a 15% decrease from the previous year (compared to 2015% in 85 and 2017% in 51) . As for other sources of funding, 36.22% ($2.68 million) are individual donations, 16.15% ($1.2 million) are receipts from private foundations, 5.07% ($375 thousand) are grants from government agencies of other countries, 2.89% ($214 thousand) are support corporations.

Among the largest transfers from US public funds in 2020-21 are $1.5 million from the Bureau of Democracy, Human Rights and Labor, $570 thousand from the Defense Advanced Research Projects Agency (DARPA), $384 thousand from the Small Business Administration , $224 from the National Science Foundation, $96 from the Institute of Museum and Library Services. Of the government agencies of other countries, the project was supported by the Swedish Agency for International Cooperation and Development (SIDA).

Costs for the reporting period amounted to $3.987 million according to the Form 990 report or $4.782 million according to the results of the audit (the Form 990 report does not include in-kind contributions, such as free provision of services). 87.2% was spent on supporting the development of Tor and related applications and network infrastructure, as well as on the salaries of permanently employed staff. 7.3% ($291) was fundraising related costs such as bank fees, postage and fundraising personnel. 5.4% ($215) came from organizational expenses such as director's salary, office supplies and insurance.
