TrafficToll 1.0.0 utility introduced for selectively limiting application traffic

Utility published TrafficToll 1.0.0, positioned as a Linux analogue of the proprietary NetLimiter program for Windows. The program simplifies setting bandwidth limits for individual local applications, as well as already running processes. For example, you can reduce the bandwidth for a file downloader and increase it for video chat. Settings are defined in a simple text configuration file. Incoming and outgoing traffic is limited using the module IFB (Intermediate Functional Block), which replaced the iptables IMQ module. The code is written in Python and spreads licensed under GPLv3.
