Release of proprietary video driver Nvidia 435.21

What's new in this version:

  • fixed a number of crashes and regressions - in particular, the crash of the X server due to HardDPMS, as well as the libnvcuvid.so segfault when using the Video Codec SDK API;
  • added initial support for RTD3, a power management mechanism for Turing-based notebook graphics cards;
  • implemented support for Vulkan and OpenGL + GLX for PRIME technology, which allows you to offload rendering to other GPUs;
  • removed all non-GLVND OpenGL libraries, now all drawing commands go through GLVND, which allows them to be dynamically routed to both the proprietary OpenGL implementation and Mesa.
