Release of video converter Cine Encoder version 3.0

After several months of work, a new version of Cine Encoder 3.0 for video processing has been released. The program has been completely rewritten from Python to C++, it uses the FFmpeg, MkvToolNix and MediaInfo utilities in its work. There are packages for major distributions: Debian, Ubuntu 20.04, Fedora 32, CentOS 7.8, Arch Linux, Manjaro Linux.
The new version has completely redesigned the interface, added batch conversion, two-pass encoding mode and work with presets, added a pause function when converting. The program can also be used to change HDR metadata such as Master Display, maxLum, minLum, and other parameters.
