Russia is beginning to test systems to implement the law on a “sovereign Runet.” For this purpose, the company “Data - Processing and Automation Center” (DCOA) was created, headed by the ex-head of Nokia in Russia and former Deputy Minister of Communications Rashid Ismailov.

The pilot region is the Ural Federal District, where they want to fully deploy traffic filtering systems (Deep Packet Inspection; DPI) on telecom operator networks by the end of the year, RBC reports, citing informed sources.

This equipment will allow, within the framework of the law on the “sovereign Runet”, which comes into force on November 1, to block resources from the Roskomnadzor register of prohibited sites, for example, the Telegram messenger.

According to RBC sources, RDP.RU equipment is now being installed on the networks of all the largest telecom operators in the region. “As far as we know, this is a solution called EcoNATDPI, which allows you to both filter traffic and solve the problem of a shortage of IPv4 addresses,” one of the sources said.

The equipment has already been installed in Yekaterinburg, and installation has now begun in Chelyabinsk, Tyumen, Magnitogorsk and other cities. All the largest telecom operators in the region are participating in the pilot project - the Big Four (Rostelecom, MTS, MegaFon and VimpelCom), as well as ER-Telecom Holding and Ekaterinburg-2000 (Motiv brand) ).

Testing is carried out mainly on fixed-line networks; mobile communications have not yet been particularly touched, the source said. That is, the blocking will mainly affect the home Internet.
