As you know, yesterday the State Duma Law on isolation of Runet. Now the publication of Vedomosti that the federal research center βInformatics and Managementβ of the Russian Academy of Sciences managed to win the competition for the development blocking control.
It is reported that this system will check how search engines, VPNs, proxies and anonymizers block sites banned in Russia. The order for the system arrived in March, initially it was about 25 million rubles, but the Russian Academy of Sciences is ready to make it for 19,9 million rubles. The technical aspects of the system have not yet been specified. At the same time, RKN previously admitted that blocking Telegram does not work as planned.
The system is planned to be launched by the end of 2019, which will reduce the cost of round-the-clock monitoring of blockages and facilitate the work of the RKN. As Roskomnadzor press secretary Vadim Ampelonsky once said, such a system is needed because it is impossible to manually check whether resources comply with the law βOn Information, Information Technologies and Information Protection.β
According to this law, since November 2017, search engines are required, at the request of Roskomnadzor, to connect to the Federal State Information System (FSIS), which contains a list of prohibited resources. They should remove such sites from search results.
At the same time, we recall that last month Roskomnadzor notice to owners of ten VPN services. The letter put forward a demand to connect to FSIS. Only Kaspersky Lab, which owns Kaspersky Secure Connection, responded to the call. Six services said they would not cooperate with the authorities, and some even said they would move servers to another country.
