Sony Interactive Entertainment has made some changes to the PlayStation Store cancellation policy. You can now return games and pre-orders.

The return policy on the PlayStation Store is still not as democratic as on Steam, but Sony Interactive Entertainment is moving in the right direction. You can now return any PlayStation Store purchase within 14 days of the transaction date, as long as you haven't started downloading yet. This applies not only to games, but also to season passes or any other additional content. The rule does not apply to data that contains an “error” - it can be returned even after downloading and playing. What exactly Sony Interactive Entertainment means by the error is not disclosed.
“If you purchased in-game consumables from the PlayStation Store, they will be provided to you the next time you launch the game, and before that you have 14 days from the date of the transaction to cancel your purchase. If you purchased in-game consumables during the game, they will be provided to you immediately, so you will not be able to cancel that purchase. Consumable items in the game include virtual in-game currency (for example, sets of in-game money in FIFA or GTA), amplifiers and other items, the number of which decreases during the game,” Sony Interactive Entertainment clarified.
As for pre-orders, you can now cancel any of them before the game's release date. And even if the release has taken place, you can request a refund within 14 days of the date of payment for the pre-order if you have not started downloading or streaming the project.

Interesting innovations also apply to subscriptions. “You can cancel your service subscription purchase and request a refund to your PSN Wallet within 14 days of the purchase transaction date, even if you have already started using the subscription. When you issue a refund, the cost of your subscription will be deducted for the period during which you used these services. This may appear in your account transaction history as two transactions: a full refund of the amount you paid to your wallet, and then a charge for the period during which you used the subscription services,” the rules say. But if you used the free period before purchasing a subscription, then 14 days will be counted from the start of the trial period, not payment.
Finally, an important point in the rules is the mention of changing your online ID. Although this feature is still missing, its arrival is clearly approaching. “You cannot cancel or receive a refund for the online ID change fee,” the policy states.
