US bans Japanese universities from scientific exchange and cooperation with China and other countries

According to the Japanese publication Nikkei, the Japanese Ministry of Economy, Trade and Industry is preparing new special regulations for national universities that will regulate research and student exchanges with foreign countries. This is due to the fact that the US intends to prevent the leakage of advanced technologies in 14 areas, including artificial intelligence, biotechnology, geolocation, microprocessors, robotics, data analysis, quantum computers, transportation and 3D printing. All this should not get to China and a number of other countries, which will be reflected in the new recommendations of the relevant ministry of Japan.

The source notes that in recent years, scientific institutions in Japan have increased the volume of joint research with research teams from the United States, China and other countries. This has begun to worry Washington, which rightfully fears that research results will be leaked to third countries. At the same time, Japan already has regulations governing scientific work related to military fields, such as the development of radar systems. These regulations are included in the Foreign Exchange and Foreign Trade Control Law of Japan. New amendments to the regulations will be released later this year and will significantly expand the list of areas of study to which citizens of certain countries will not be allowed.

The new amendments, Japanese sources are sure, will be negatively perceived by the scientific community in Japan. The restrictions will automatically reduce the level of joint research between Japanese research teams and specialists from other countries. This is all the more surprising since Chinese, South Korean, Indian and Middle Eastern surnames have appeared en masse among authors of scientific papers from the United States in recent years. For the sake of fairness, we add that the United States also imposes restrictions on scientists who are ready to be seduced by foreign grants.
