Stable release of Portage 3.0

The 3.0 release of the Portage package manager in the Gentoo distribution has been stabilized. From innovations:

Removed support for Python 2.7. Now only version 3.2 and above is supported.
Calculations are significantly accelerated due to optimizations and the use of caching the result of the catpkgsplit and use_reduce functions. Approximately 50-60% gain in assembling the "world".
